Hydrogen is also viewed as a means to enhance energy security by reducing reliance on imported fossil fuels and mitigating price volatility. For example, during the 2021 gas price surge, green hydrogen became temporarily cost-competitive with grey hydrogen, underscoring its potential as an energy buffer (IRENA). Consequently, “hydrogen diplomacy” has emerged, with nations like Germany and Japan securing supply agreements, while exporters such as Australia and the Middle East incorporate hydrogen into high-level diplomatic talks (IRENA, CIC energiGUNE).

Hydrogen as a Natural Gas Substitute

One of hydrogen’s most strategic roles is its ability to replace natural gas, utilizing existing infrastructure. Hydrogen in Heavy Industry and Transportation

Hydrogen’s ability to decarbonize hard-to-abate sectors, such as heavy industry and long-haul transport, further amplifies its strategic significance. In sectors where electrification faces limitations—such as steelmaking, cement production, and chemicals—hydrogen serves as a viable alternative (IMF). The production of green steel, which replaces coking coal with hydrogen, is a key development in industrial decarbonization.

In transportation, hydrogen fuel cells offer a zero-emission alternative to diesel for trucks, buses, ships, and even aircraft. The Green, Blue, and Grey Hydrogen Race

Hydrogen’s geopolitical implications extend to the competition between green, blue, and grey hydrogen.

  • Grey hydrogen, produced from fossil fuels without emissions control, currently dominates the market (~95% of global hydrogen production) but is incompatible with climate targets.
  • Blue hydrogen, derived from fossil fuels with carbon capture, is being promoted by gas-rich nations as a transitionary solution.
  • Green hydrogen, produced using renewable electricity, is the ultimate goal for sustainability but remains more expensive—though costs are rapidly declining (IRENA, IMF).

Many forecasts predict that green hydrogen will become cost-competitive with blue hydrogen by the end of this decade and could even undercut grey hydrogen in key markets such as China, Brazil, and India (IRENA, IMF). As a result, renewable-rich nations are prioritizing electrolyzer development and hydrogen infrastructure, while fossil-fuel-dependent countries are pushing blue hydrogen to maintain market share (Climate Policy Lab).

The EU is at the forefront of hydrogen trade policy, setting stringent carbon standards for imports. This could disadvantage blue hydrogen exporters if carbon capture is deemed insufficient. Countries like Saudi Arabia and the UAE are hedging their bets by investing in both blue and green hydrogen projects to remain competitive regardless of market shifts (IRENA). Meanwhile, grey hydrogen-producing nations risk carbon tariffs or trade restrictions, especially as mechanisms like the EU’s Carbon Border Adjustment Mechanism come into effect (CIC energiGUNE).
